Investing in Our Future: Measure R Update

La Honda-Pescadero Unified School District continues to make steady progress implementing the Measure R bond program approved by local voters in 2022. Over the past few months, the District has advanced critical planning, design, and financial preparation efforts that will lay the groundwork for meaningful improvements to school facilities in the months ahead.
Program Planning, Administration and Resources
Developed all key program documents and templates, including RFQs, RFPs, bid packets, CUPCCAA procedures, and contract forms, to ensure compliance and readiness for upcoming projects.
Initiated the first Series A bond transaction, valued at $8 million, with the bond sale scheduled for November 14 and funding expected by late November 2025.
Launched the Measure R budget and cash-flow planning process, developing program and project-level budgets aligned with the initial bond series.
Scheduled a project-prioritization workshop with district and consultant teams to identify top priorities and “quick-start” projects, with recommendations anticipated for Board review in January 2026.
Began updating the District’s eligibility for the State School Facilities Program (SFP) to pursue potential state matching funds.
Continued developing the Measure R communications plan to keep families and community members informed as projects advance.
Started work to establish the Citizens’ Bond Oversight Committee (CBOC), including outreach, applications, and defining roles and responsibilities.
High School Multi-Purpose Room (MPR) Project
Initiated pre-design and project-planning efforts for the new MPR, a key early project under Measure R.
Secured pre-design professional services, including:
Geotechnical RFQ launched in October
Topographic and land survey by Motive Studios
Hazardous Materials (HazMat) assessment in preparation for future demolition and site work
Issued the Request for Qualifications (RFQ) for Geotechnical Services and received strong responses from experienced K-12 firms.
Addressed a site fault-zone clarification, issuing an addendum and extending the RFQ deadline to ensure complete and compliant submissions.
Initiated the construction delivery strategy and recommended a Lease-Leaseback (LLB) delivery model to the Board for approval.
Prepared a Board resolution authorizing the LLB selection criteria to move the process forward.
Developed a staff and community engagement plan and schedule to gather input on design, function, and priorities.
Advanced design schedule development, establishing milestones for survey completion, programming, schematic design, and community review.
Looking Ahead
The District and its partners are now transitioning from planning to early design and preparation for construction.
January - February 2026
Issue RFQ/P for Lease-Leaseback (LLB) delivery and select a contractor for the High School MPR project.
Set up program financial and reporting systems.
Initiate Phase One project planning, including design for late Summer 2026 improvement projects.
Submit initial plans to the Division of the State Architect (DSA) for review.
March - April 2026
Conduct staff and community engagement sessions to gather input on design and scope.
Continue coordination with DSA on MPR project review and feedback.
Hold the next Citizens’ Bond Oversight Committee (CBOC) meeting to share progress and updates.
May - June 2026
Continue planning and development for Phase One projects.
Begin “Pardon Our Dust” communications campaign to keep families and community members informed during construction.
